Whitehead stormed out of the blocks to take the first set 17-1, but fell 9-6 in the second to force a tiebreak, which she lost 3-2.
She moved on from the setback with a straight-sets victory against Singapore in the afternoon session, winning 10-8, 11-4.
Whitehead has a bye on Wednesday morning, before matches against Norfolk Island and Isle of Man to round out day three of competition.
