Sergeant Angus Longley, of Albury police, said the fight began among people who had left the showgrounds about 9.15pm and attracted a crowd of onlookers.
"Everyone had gathered around on Fallon Street and as soon as they saw police, they've all run off," he said.
However a 52-year-old man from North Albury "confronted police in an aggressive manner".
"Police thought they were going to be assaulted, so he was sprayed with capsicum spray," Sergeant Longley said.
