Castles is keen to reignite his Ovens and Murray career with Corowa-Rutherglen but has a contract with Yackandandah for next year.
Yackandandah's football operations manager, Sam Pan, declined to comment when contacted yesterday whether the Roos intended to play hard ball on the release of their star forward.
If a third clearance is rejected by Yackandandah, Corowa-Rutherglen can elect to have the case heard by the tribunal.
Castles said he could understand why Yackandandah was reluctant to clear him.
"It's disappointing but it's no surprise the club has made a stance and wants to go through the correct process," Castles said.
"I'm guessing that's what both parties will do now.
"Hopefully we can sort it out between ourselves without going to the tribunal.
"I'm just hoping it can all get sorted out sooner, rather than later and it doesn't become a distraction in the lead-up to the new season."

Castles is set to form part of a new look attack after Corowa-Rutherglen also signed high-profile forward Damian Cupido.
The 37-year-old last played in the O&M almost a decade ago for North Albury in 2010.
Castles played in a flag for Albury the previous year.
The 31-year-old enjoyed his best return in front of goal this season after booting a career high of 115.
It was the fourth time the prolific goalkicker has booted more than 100 goals in a season.
