Officials can't finalise the draw until the Ovens and Murray releases its fixture because of Wodonga Saints sharing Martin Park with Wodonga for their home matches.
A draft draw has been circulated to all O&M clubs which is expected to be finalised early next month.
The TDFL held its AGM on Sunday where it was decided that similar to the Hume league it would scrap senior interleague football next season.
Junior representative football in both the under-14s and under-16s could continue with the league contemplating whether to compete in the Wangaratta carnival which is held on a Sunday.

A stumbling block could be players being forced to play on consecutive days with no bye scheduled.
League operations officer, Gavin Rendell, said TDFL clubs were presented with two alternative draws at the meeting.
"Clubs voted on whether they preferred to have a general bye on the traditional interleague weekend in mid-May or the Queens Birthday long weekend," Rendell said.
"There is still a bit of work to do before the draw is finalised and it's still probably a couple of weeks away.
"The O&M is not expected to release its draw until the first week in December.
"A couple of year's ago, the TDFL draw wasn't out until December 20.
"I've had quite a few clubs ringing me to request the draw but my hands are tied until the O&M releases theirs."
With Anzac Day falling on a Saturday next year, Rendell said the majority of clubs will instead play the following day.
"Clubs can still play on Anzac Day if they wish," he said.
"But the stumbling block is there is a lot of rules and regulations around playing on Anzac Day.
"You can't charge anything at the gate before 1pm for instance.
"There is one or two clubs thinking about playing on Anzac Day but the majority will play on the Sunday."
Long time president Rex Gray will continue his role next year with Michael Rooney senior vice president.
Ben Nixon and Ken Barnes are junior vice presidents.
Jarrod Stevenson, Darryl Hore, Grant Kimball, Scott Fraser and Neil Condron are all independent members.
Steven Knight stepped down from the executive.
The Upper Murray football league will hold its AGM on Monday night.
The Hume league is also yet to release its final draw.
