The former Yanco-Wamoon player was coached by ex-Thunder forward Tommy Gemmell.
"He's got good communication skills, will provide direction around the field and his kicking is top notch," Gemmell said.
"He will be just what the Thunder needs with his organising and communication."
Thunder snapped a three-year finals drought last season, a superb effort given it had makeshift halves in coach Adrian Purtell and Robbie Byatt.
Both are fine players, but specialised players in the halves are crucial as they are the team's puppeters, guiding the players to the best position.
"He was highly recommended by Lou Goodwin, he said he'll be really good and Tommy Gemmell coached him in New Zealand as well," president Rick O'Connell said.
"He's got terrific organisational skills, is a good defender and he'll be able to structure our play really well."

Goodwin was a superstar in the club's three premierships from 2012 to 2014 and he played against Yanco-Wamoon for his home club West Wyalong in this year's Group 20 competition, while Gemmell is a highly respected club stalwart.
The club is also hopeful Welsh international James Olds will play for the club after returning from Brisbane.
Thunder has also signed Culcairn Australian Rules players Mosese Baleidrokadroka and Senio Tuala.
Baleidrokadroka previously played rugby union in Fiji.
The club has lost some forward firepower in dual best and fairest Jon Huggett and Riverina rep Luke Ingram.
