Wangaratta's Ian Brimblecombe and Mark Bell combined to defeat Thomas Webb (Corowa Civic) and Paul Davies (Wodonga), 17-11, in the men's pairs.
They set up a 7-1 lead after seven ends and held a 15-7 advantage on 13.
Webb and Davies grabbed four single shots over the next four ends to trail 11-15 with one to play, but Brimblecombe and Bell steadied to pick up two shots and claim the title, 17-11.

Brimblecombe and Bell were also involved in the state fours victory with Craig and Ethan Fruend, defeating Wodonga's Josh Rudd, Mason Bayliss, Paul Davies and Ray Moon, 17-14.
The Wangaratta quartet took a 7-3 lead on six ends and moved to 14-7 after 13.
A three on the 16th end gave Brimblecombe a 17-10 lead, and, despite dropping four shots over the last two ends, the Wangaratta side claimed the spoils, 17-14.
Kiewa Valley's Jude Bartel, Carol Fair, Heather Schliebs and Margaret Bates produced a major upset in the women's fours decider, defeating Wodonga's Kylie Whitehead and YMGCR trio Anne Miles, Claire Sanders and Laureen Smith, 16-15.
Bartel trailed 15-7 after 13 ends, but picked up nine shots from the remaining five ends, including a three on the last, to win by one.
All of the finals winners will represent the Ovens and Murray at Champions Week at Bendigo in April.
