Albury police have sent people in public places home amid rules banning more than two people gathering and non-essential travel, but are yet to issue any fines.

Superintendent Paul Smith said people were stopped in Albury on Tuesday night.
"They didn't have reasonable excuses for being out and we sent them home," he said.
"People should be taking a look at the new ministerial directions, compliance will be assisting everyone."
Members of the public are banned from leaving their homes except to go for work or education, to shop for essential supplies, exercise, or attend appointments or compassionate visits.

Pubs, gyms, cinemas and other services had earlier been forced to close.
Gatherings of more than two people, other than family members, are also banned.
Superintendent Smith said there had been good compliance with people who were forced to isolate due to positive tests, or after returning from overseas.
"We want people to stay at home," he said.
"You can only leave your home with a reasonable excuse and I think people really need to get educated about that.
"People need to look at what is essential.
"In this police district we haven't issued any fines as yet, but we've certainly issued some warnings."
Superintendent Smith said people could be taken to court if they consistently failed to comply with the changes, but said overall compliance had been good.
