The fallout from the waste management levy overcharge contributed to the council dropping eight points in the annual survey of residents 12 months ago, but Wodonga has clawed back six points in a boost for councillors eyeing off re-election later this year.
The council's overall rating of 65 compares favourably to the regional centre average of 56 and the state average of 58.
Wodonga also recorded improvements on "core measures" including customer service, up four points, overall council direction, up nine points, community consultation and lobbying, both up six points, making community decisions up eight points and sealed local roads up by four points.
Consultation and decision-making are jointly the council's lowest performing measurement, but both exceed the regional centre and statewide averages.

Mayor Anna Speedie welcomed the snap back to levels previously recorded.
"It has been a tough year," she said.
"But with long-term planning and vision coming to the fore that can be seen through outstanding delivery over the past 12 months by the council and staff, it is something of which to be proud."
The city's ratepayers association president Allan Bounader said on "face value" the results reflected well on council.
"It shows councillors, particularly the newer ones, have been listening to their constituents," he said.
Council chief executive Mark Dixon also attributed the positive results to new "open and honest" community forums, completion of central Wodonga roadworks and a start on the library-gallery redevelopment.
