A pilot and his passenger who flew from Melbourne into Mount Hotham airport are likely to be hit with COVID-19 fines.

The pair flew from Moorabbin Airport into the Mount Hotham Airport on Friday night.
The man claimed his primary residence was at Dinner Plain, which police investigated.
Senior Sergeant Doug Incoll said it was likely the man and his female passenger would be fined $1652 for breaching coronavirus restrictions.
"It was ascertained it was not their primary place of residence," he said.
"It looks like they will get a penalty notice.
"People should know there is no subjectivity - your primary place of residence is just that, your primary place of residence."

The airport is in one of the metropolitan Melbourne councils which has stay-at-home restrictions in place.
Police have also found people travelling from Melbourne to their holiday homes in the North East.
Senior Sergeant Incoll said those from restricted areas could only leave their homes for work, exercise, food shopping, compassionate reasons, providing care or seeking medical treatment.
"I'd like to reiterate that there are only certain reasons why you can leave metropolitan Melbourne or Mitchell local government area," Senior Sergeant Incoll said.
"Renovating your holiday home and other things of that nature doesn't fall within the restrictions.
"People need to be taking this seriously.
"We're nowhere near the end of this.
"People really need to be up to date with the restrictions, which are available on the DHHS website.
"If people get it wrong it can be costly."
