Victorian Premier Daniel Andrews has called for people to visit regional Victoria as little as possible.
At his daily press conference Mr Andrews called for Melburnians to avoid regional Victoria as much as possible.
"I'd like to see as little movement as possible between regional Victoria and metropolitan Melbourne in both ways," he said.
"I think that people, particularly those who are coming to Melbourne from regional Victoria, they know and understand how important it is to keep this out of regional Victoria.
"People that live in Melbourne ... if you can defer a trip into regional Victoria, do not make a trip into regional Victoria.
"The last thing you want to be is a Melburnian responsible for taking this virus into regional Victoria."
Mr Andrews, who grew up in Wangaratta, said he had not been home to the region where his mother lives during the pandemic.
"I haven't been up home ... this year, I think, Christmas [when I was last up], and I don't think I would," he said.
"Again, I wouldn't want to be contributing to a community ... that's got very few cases."
Mr Andrews hopes it becomes easier for NSW-based medical staff working in Victoria to cross the border.
"I'd also like to see people that live in Albury but work in hospitals in Victoria, able to go to work much more easier than they can now," he said
"Borders are closed, there are checkpoints, there are all sorts of limitations, it's not easy."

Another 19 people have died of COVID-19 in Victoria in the past 24 hours.
The Department of Health and Human Services announced this morning 331 new cases had been diagnosed in the state - the lowest daily increase in 13 days.
NSW Premier Gladys Berejiklian said an addition 22 cases of COVID-19 were diagnosed in the 24 hours to 8pm.
Victoria Premier Daniel Andrews is expected to address the state later today.
Yesterday he revealed 19 people had died and 322 new case had been detected.
Mr Andrews said about 500 of the state's 7869 cases were located in regional Victoria.

There have been 105 new "mystery cases", where the source of infection is not known. There are now 2863 cases of this nature.
Yesterday, Mr Andrews announced Victoria would be running an awareness campaign to inform people of the dangers of COVID-19 and its long-term health implications.
"Think about the person who is most important to you. Think about them with a tube to help them breathe, in intensive care for 32 days. That's how serious this is. It is a matter of life and death," he said.
NSW recorded 14 new COVID-19 cases yesterday.
