The MP's budget submission was sent to Treasurer Josh Frydenberg on Tuesday.
She said the funding, or co-funding with state and local governments in some cases, is needed in 2020 as the North East recovers from firstly bushfires, then the coronavirus pandemic.
The biggest request was for $135 million for priority projects at Albury Wodonga Health, including a new, purpose-built women's and children's unit; community services hub; and a purpose-built research and education centre looking into health impacts of natural disasters such as bushfire, drought and pandemics.
"The government is encouraged to work in collaboration with state and local counterparts to realise the vision of these projects and usher in a new masterplan for the precinct in 2020-21," Dr Haines said in her letter.

Other projects included $32 million for the Falls Creek to Mount Hotham alpine crossing that will attract tourists to use a 37-kilometre, three-day hike; $20 million requested by Wodonga Council to contract a road network to cope with growth of the Logic estate; and $20 million to expand Wangaratta's sports, aquatic and events precinct.
Dr Haines also requested an increase in funding for local councils, the aged care industry, tourism and energy initiatives.
The projects were identified after meetings with representatives from Indi's councils.
"At this critical juncture, dedicated stimulus investment in tourism infrastructure projects of regional significance can offset losses and ready the region for a major revitalisation of its tourist sector as the economy re-opens to domestic markets," Dr Haines said.
"High-potential domestic tourism markets in regions like Indi need dedicated, accessible, future-facing stimulus support to ensure we are on the front foot as the domestic tourism economy re-opens."
The 2020 budget was delayed due to the coronavirus pandemic and will be handed down by Mr Frydenberg on October 6.
