A council manager confirmed the move on Monday night after deputy mayor Amanda Cohn raised concerns over a replacement for the mother and baby room at the state government office block which is being closed.
"There's obviously real community demand for a parenting space in our CBD and for a high-quality up-to-date facility," Cr Cohn said.
"I do believe that that can be provided, whether that's at the library-museum or at MAMA or the AEC or one of our other newer buildings in that space."
Cr Cohn's action followed community concerns about the closure of the 1966 mother and baby room as part of the council's ten-year toilet strategy.
Meanwhile, a timetable for the cultural precinct master plan which covers QEII Square and surrounds was outlined on Monday night.
It involves a consultant being appointed and conferring with stakeholders before presenting a draft plan to the council in December.
Councillor David Thurley suggested some images may be needed to elicit a response from the wider community.
His colleague Graham Docksey queried how much emphasis there would be on an Uiver museum scheme.
Former mayor Henk van de Ven asked council general manager Frank Zaknich whether there had been discussions with the government about moving the police station and court house.
Mr Zaknich did not answer specifically, instead saying talks had occurred with NSW Premier Gladys Berejiklian and she was keen for state government agencies to participate in the plan.
"(There's) not much more than that at this stage," Mr Zaknich said.
