Thursday will mark a week since Ben Murphy fell from the roof of the Beechworth Secondary College redevelopment, hitting his head on concrete.
His sister Sarah said he had been "kicking goals in there" and had started moving his arms and legs.
"They're reducing his sedation a bit but they're going to take it really slow and rest his brain as much as possible," she said.
"He still needs more scans so they can make sure they're happy with the pressure on his brain, then they will go from there."
Mr Murphy has been cleared of spinal injury.
His partner is in Melbourne but other family have been unable to visit due to COVID-19 restrictions.
His sister said they had been able to make video calls to Mr Murphy.
He will be able to have one visitor to the hospital each day once out of intensive care.
"It was a shock," she said of the incident.
"He goes to work every day, you don't ever think something like this would happen.
"Every day has been a struggle, not having him here.
"He's fighting really hard and we're all very proud of him.
"We just take it day by day."
"We're so grateful for all the support," she said.
