Police stopped the bus on Wodonga Place about midday on Wednesday and spoke to the pair.
The woman allegedly had a false permit and a mobile phone suspected of being stolen, while the man also allegedly had stolen goods.
The pair were refused entry to the state and were walked back to Wodonga by the NSW officers.
Both will have to return to Albury to attend court at a later date.
In other recent incidents, a man was fined $1000 on the Hume Highway at Albury about 10am on Thursday and sent back to Victoria after being caught without a permit.
Concerns were raised about a man who travelled through the Wodonga Place checkpoint on Wednesday.
N OTHER NEWS:
Police investigated and located the man in Eden and sent him back to Victoria with a $1000 fine.
Another man who was meant to be in self-isolation was also caught at the same checkpoint on Monday.
Superintendent Paul Smith on Friday said police had seen an increase in turnarounds since police scanning technology was upgraded this week.
An increase in traffic is expected late next week as those in a redrawn border bubble zone are more easily able to cross, which may cause delays at peak times.
"What I would ask is people have a look at that and plan for it," he said.
"We're down to at the moment about a 25-minute delay in the morning, it would be nice to certainly not see that get any higher."
