Crowds have been banned from the track since the week leading up to the Albury Gold Cup except for a brief period in late June and early July.
Club CEO Steve Hetherton said it was welcome news ahead of the spring carnival and its highly popular festive meets in December.
"It will be nice to have crowds back as well as our members, owners and sponsors," Hetherton said.
"We are open for business and it will be good to experience the atmosphere that a crowd brings.
"The forecast for Thursday is about 20 degrees.
"Being a Thursday we are not expecting a huge crowd but it will be interesting to see how many people attend."

One of the highlights on the seven race card is the return to racing of the Mitch Beer-trained Sunrise Ruby.
Sunrise Ruby won on debut in June before going for a spell with Beer having a high opinion of the filly.
