Treasurer Josh Frydenberg is expected to announce a record deficit of $210 billion.
In a budget submission sent to Mr Frydenberg in August, Dr Haines asked for funding for projects in Indi valued at as much as $700 million.
Speaking on Tuesday morning, she said she was ready for a big day in Canberra.
"We've done our homework and put in a really substantial budget submission leading into this process," she said.
MPs are not allowed as many staff in Canberra as normal due to coronavirus restrictions, so Dr Haines and one staff member will examine the budget in the lockup this afternoon, with another in the smaller Melbourne lockup.
She said they will "be scrutinising that budget really carefully for what it means for Indi", including the "rather large" $104 million increase in funding to the intersection of the Hume Freeway and McKoy Street in West Wodonga.
"That's something I'll be scrutinising really carefully because only a few days prior to that announcement, it was reported that the original $64 million for that project may not in fact be fully required and that money could be used for other purposes," Dr Haines said.
Mr Frydenberg will start his budget speech in Parliament at 7.30pm.
