Perryman polled 21 votes to edge out former Albury star and Dederang-Mt Beauty recruit Elliott Powell.
It was the second season in-a-row Powell has finished runner-up after he finished behind Shaun Daly last year.
Perryman crossed to Osborne this year after Collingullie-Glenfield Park elected not to take part in the shortened AFL Riverina Championship season.
The 20-year-old enhanced his growing reputation with several best-on-ground performances rotating through the midfield and on a wing.
Perryman will return to the Demons next year to play alongside his older brother, Nick, who was recently appointed an assistant coach.

Nick signed with Lavington this season and also played for Osborne but has opted to return home to his junior club.
Izaac McDonnell had the honour of being voted the Players' Player after he was able to successfully tag the opposition's best midfielder most weeks.
Included among McDonnell's scalps was Albury star Brayden O'Hara who played for Wagga Tigers.
Osborne president Jason Gooden said more than 150 turned up for the presentation afternoon.
"The decision to switch leagues and play in the AFL Riverina Championship was a bit of a radical idea at the time," Gooden said.
"But we feel it was well worth all the time and effort that went into it.
"Full credit to all the coaches, players and supporters who stuck by the club and followed all the protocols necessary for the season to go ahead.
"The positives of playing this season definitely outweigh the negatives.
"As a club we appreciate the opportunity to play in the competition in what was an unprecedented season.
"But we look forward to rejoining the Hume league next year and hope things are back to normal by the start of the season."
In the reserves, Cody Cool took the honours from Jake Raves.
Royce Hunter and Luke Fellows tied for the thirds award and both polling 14 votes.
Harry Wichman was runner-up while Hunter was judged best throughout the finals series with the young Ostriches winning the flag.
In A grade netball, Caren Hugo polled 13 votes to top the count after also winning the MVP in the competition.
She was followed by Sally Hunter (11), while Sara Schnieder and Courtney Menzies were the Ostriches best in finals.
Milly O'Connell (A-reserve), Rachel Galvin (B-grade), Jess Sleigh (C-grade) and Rio Weidemann (under-17) also won their respective best and fairest awards.
All five netball sides played finals.
