The move comes after Premier Daniel Andrews gave libraries the go ahead to reopen to the public as part of an easing of restrictions in regional areas.
Council chief executive Brendan McGrath said the library would re-open with a maximum of 10 people for a maximum of 30 minutes, and reduced hours (Monday to Friday 9.30am to 5pm, Saturday 9.30am to 12pm).
Mr McGrath said while Sunday's announcement also allowed indoor pools in regional areas to re-open for a maximum of 20 people, the Wangaratta Sports and Aquatic Centre would remain closed for now.

"As previously publicised by the YMCA, the centre will not re-open under YMCA management. Council commences management of the WSAC on November 1." he said. "Announcements on the reopening will be made prior to then by council."
Wangaratta council also said Melbourne-based property owners would need to abide by strict conditions if they were travelling to rural properties to ensure they are fire safe.
