The branch, which helps the families of deceased or incapacitated defence personnel, has seen its income from donations tumble from $120,000 to $60,000.
"It's been a very, very bad year," the club's appeals chair Kay Polsen said.
"We couldn't do our major raffle this year and our badges were small, the places we could put them to for selling, but we're still supporting our widows which is the important thing."
Mrs Polsen said normally during Legacy Week in September, badges were sold throughout Wodonga and at Corowa and Mount Beauty but COVID restrictions meant they could not be distributed.
She said the army also normally raised around $40,000 through a physical challenge, but that had dropped to $11,000 this year.
"I've been doing it for eight years and it's definitely one of the lowest (donor totals)," Mrs Polsen said.
Nevertheless, she is grateful for continued support and particularly the help of the Party Unlimited Motorcycle Club.

However, club secretary Craig Hastings said despite not having a run, sponsors had still provided $8000 for Legacy.
He was thrilled at the backing, saying it was still close to what was usually amassed.
"It's probably normally up around $10,000, $11,000, by not holding the event there were a lot of ongoing costs we didn't need to pay for," Mr Hastings said.
Mrs Polsen was thrilled that the motorcyclists could still contribute to her club.
"They've raised nearly $140,000 for us since they started and what they've done this year is really great," she said.
Money raised helps families of former soldiers meet vital costs such as gas or electricity bills and house repairs.
Meanwhile, Mr Hastings said a decision on whether Party Unlimited would stage its annual toy run in early December was still pending.
The club is monitoring what occurs with COVID restrictions and the border crossings before making a final decision on the event that gladdens children.
