As one of the smallest shires with fewer votes to count, Towong was the first in the region to be called on Wednesday.
The Wangaratta and Alpine results will be declared by the Victorian Electoral Commission on Thursday at events to be held at 11am, followed by Benalla at 12.30pm.
This will be followed by the Wodonga, Indigo and Moira council results as the next to be declared at 11am on Friday.
First preference votes in Wodonga showed Kat Bennett and Graeme Simpfendorfer out in front, but the final result will be decided using "proportional representation", with some results coming down to preferences.
Wangaratta has candidates to elect in both city and rural wards.
Harvey Benton is the only candidate guaranteed to be re-elected in Wangaratta, having run unopposed in the North Ward.
