The 200-centrimetre ruckman split the 2017-2018 seasons between the Pigeons and Collingwood's VFL team, but he elected to spend last year with Blackburn in the Eastern Football League, due to travel commitments.
The 27-year-old is based in Melbourne as a barrister.
Howe has been based in his home town of Yarrawonga for the past month with employment and has been training with the Pigeons in their once-a week session over October.
"We've had unbelievable numbers, obviously people are excited to have footy back and they've missed it," Howe said.
Apart from the AFL, all football in Victoria this year was cancelled due to COVID-19 restrictions.
