The Victorian Electoral Commission has confirmed a countback of votes from the recent council election will take place on January 11.
On Wednesday night Moira Shire held its first council meeting since the tragic death of Cr Goldman in a helicopter accident near Marulan earlier this month.
Councillors and staff stood for a minute's silence in honour of Cr Goldman before adjourning the meeting for 10 minutes.
The vacancy will be filled by a countback of all formal votes from the election rather than a by-election.
Votes will be redistributed to candidates who were unsuccessful in the election, and who remain eligible to participate in the countback to fill the extraordinary vacancy.
The countback is based on the proportional representation method of counting and the candidate who achieves the quota will be elected.
"If no participating candidate achieves the quota, the candidate with the highest number of countback votes will be elected," election manager Katrina Collins said.
Cr Goldman joined Wayne Limbrick, Peter Elliott and Julie Brooks as first-term councillors with Cr Brooks elected deputy mayor.

The former councillors who unsuccessfully sought re-election were Wendy Buck, John Bietzel and former mayor Ed Cox.
Another former mayor Gary Cleveland retired from council.
Meanwhile, Cr Goldman's funeral details have been released in recent days.
His funeral will be held at the Katamatite Football-Netball Club on Monday commencing at 1.30pm.
Cr Goldman's passing and the death of Broughton Bird in a harvest accident near Daysdale in late November were the subject of a Federation Council mayoral minute on Tuesday.
"Council will be aware of and saddened by the tragic deaths by separate accidents of two very well known men in the district," mayor Pat Bourke said.
"Council's thoughts prayers and deepest sympathies are extended to the family of local farmer, Broughton Bird.
"Broughton was a very well known and respected farmer with major land holdings in the Rennie, Daysdale, Coreen districts.
"Council's thoughts prayers and deepest sympathies are also extended to the family of Andrew Goldman.
"Andrew had business interests in both Moira and Federation council areas, and was only recently elected as a first time councillor on the Moira Shire.
"Goldman Earthmoving has performed works both for and across the Federation Council area, and his business is also a very active supporter of various sporting and community groups across the region."
The Australian Transport Safety Bureau investigation into the helicopter accident is ongoing.
