"It's fantastic," he said.
"It's the biggest event in the shire and because we couldn't hold it this year it's so important to get the community back together," he said.
Cr Wortmann said the Upper Murray had been rocked by the summer bushfire crisis and recovery as well as the coronavirus pandemic.
"Economically, with COVID and the bushfires, our businesses have really suffered," Cr Wortmann said.
"It will be great to welcome back visitors to our shire.
"We've had no community sport this year; the festival will be a great way to kick things off."
EARLIER: The Upper Murray's biggest event is returning in 2021 with Man From Snowy River Bush Festival organisers determined to make it happen despite lingering impacts of COVID-19.
The board met this week and decided to stage the event in line with what restrictions will be at the time of the festival, which is scheduled for April 8-11 next year.
"We are doing our COVID management plan as we speak and where they sit today," festival chairman Cameron Jackson said.
"But we expect those to change as everyone does for the better.
"Whatever restrictions are in place on April 8 is how we will run."

"The community needs it, we need it and we are going to run it," Mr Jackson said.
Riley's Ride will also be going ahead.
"It can technically run whether the festival is on or not," Mr Jackson said.
"It is out in the bush and open air.
"We had to say no to it this year only because there was a lot going on with COVID and the National Park was also closed."
