The two new hotel quarantine cases are in a woman aged in her 20s and a child aged under 10.
There are 11 active COVID-19 cases in Victoria, with 10 of these people in hotel quarantine and the remaining case in a teenage girl, who is isolating at home after contracting the virus in NSW.

The Department of Health and Human Services' daily update revealed there was an "excellent response" to its call for testing during the past week, with higher than expected numbers of people getting tested in the lead up to Christmas.
Since Sunday, 5880 tests were received, with more than 3.8 million conducted since the pandemic began.
DHHS said there will be reduced capacity of some testing sites until January 2, including reduced hours at some community health service-led testing sites in Victoria, with more than 60 sites to remain open throughout the summer break.
Testing sites will also be operating in popular holiday destinations at Torquay, Lorne and the Mornington Peninsula.
Victorians continue to be strongly advised not to travel to Sydney as re-entry may require a mandatory 14-day hotel quarantine stay.
