Officers have intercepted 27 impaired drivers in the Wangaratta region alone since the start of Operation Roadwise.
The crackdown started on December 18 and will continue until Wednesday next week.
"To have 27 drivers detected with drugs or alcohol in their system since the operation started, for me that's very disappointing," Acting Senior Sergeant Michael Connors said.
"A sobering fact is that since 2013, the number of drivers who have lost their lives on our roads each year with illicit substances in their system is greater than those with alcohol in their system.
"With drugs and alcohol, if you're going to do that, just don't drive.
"It's just not worth being caught and worse than being caught is seriously injuring or killing your mates and other road users."
Police will continue to use testing sites and conduct mobile tests during the New Year period.
IN OTHER NEWS:
"We have a stronger focus on impaired driving during Operation Roadwise," Acting Senior Sergeant Connors said.
Police have also increased patrols in the Bright region amid a huge influx of tourists to rental properties and camp grounds.
Acting Sergeant Brendan Lampkin said the town was "absolutely packed".
"Expect to see us," he said.
"Drink responsibly, take care on the road and look after each other."
Firefighters are also warning revellers of the dangers of using fireworks with nine New Year's Eve incidents reported last year.
"Many of these incidents sparked grass or rubbish fires, and in previous years have resulted in severe injuries, significant damage to property and even disruptions to the public transport network," Fire Rescue Victoria Deputy Commissioner Gavin Freeman said.
