Leading Senior Constable Rochelle Maher said the man appeared to be aged in his 30s or 40s.
"They're random incidents," she said.
"They're not targeted in any specific way."
The offending isn't confined to any part of town but has occurred in residential streets, largely in the afternoon and night.
