"We think money would be better spent on the well-established existing park and with the right decision and funding that could be expanded and improved to satisfy the needs of dog owners," Mr Banovic said.
"In summer it's a dust bowl and in winter it's a mud bowl," Mr Banovic, a daily user of the park, said.

"I have physically brought my own shovel to fill in some gaps in the ground."
Mr Banovic and group members saw the Willow Park site last Saturday and concluded it would be dangerous given its slopes which would be slippery in winter for dogs and owners.
"We are on the side of the neighbours that are there (opposed to the plan)," he said.
"It's an amphitheatre and with the noise from the barking it's going to promote unruly behaviours and will devalue properties."
Mr Banovic would like the Belvoir Park area to be extended west, emailling councillor Kat Bennett two years ago with ideas for improvements.
He told her Albury citizens used the park because in their words it offered a "better class of dogs and owners", although they said their city's canine spots stayed green due to irrigation.
