Premier Daniel Andrews announced restrictions would return to COVID-Safe summer setting, the same restrictions in place at Christmas time
"It's a testament to the fact Victorians have proven as stubborn and is virus," he said.
"This is by no means over... but it is an absolute testament to the conviction and character of Victorians that we can make these decisions."
It comes as two locally acquired cases of COVID-19 were diagnosed among close contacts of pre-existing cases.
For the first time in the pandemic, from 11.59pm tonight 75 per cent of public and private sector workers will be allowed back in the office. Masks will not need to be worn in the office.
Masks will still be required in large shopping centres, on public transport, in retail stores under 2000sqm, in hardware stores, in supermarkets, and when visiting a hospital.
"While masks are no longer mandated in most circumstances, the evidence is clear wearing a face covering makes a real difference in slowing the spread of the virus - so masks continue to be recommended indoors and outdoors where distancing can't be maintained," Mr Andrews said in a statement.

Up to 30 people allowed in a home per day for private gatherings, up from five.
Up to 100 people are allowed at outdoor gatherings.
State-enforced visitor restrictions in hospitals and aged care facilities have been removed but organisations are allowed their own rules.
The MCG will be allowed crowds of 50 per cent capacity.
Mr Andrews said rules and vigilance would be required for some time.
