Councillor Murray King made proposals in 2016 and 2019 to get the vessels onto the lake.
But a report from Albury Council staff, which will be aired at a meeting on Monday night, notes the problems in progressing the idea, including a lack of action from authorities.
A staff member said regulations prohibited the changes.
"Engagement with relevant authorities has been undertaken," the report notes.

"Feasibility investigations are required to overcome regulatory constraints.
"Collaboration is required to ensure best outcomes, however, the priorities of other stakeholders have been elsewhere."
Further discussions will be undertaken with tourism groups to see how the matter will progress.
