Chief officer of Australian Rail Track Corporation Mark Campbell told reporters at the Inland Rail Conference held in Albury that communities in the North East and Border region are running on individual timelines.
"If you take Wangaratta and Glenrowan, we'd like to see construction underway there early next year...in other communities like Euroa and Benalla, that's more like 2023," he said.
The rail body has faced criticism from affected communities in the region regarding consultation and Mr Campbell reaffirmed his position that they were changing tack in that regard.

"Where a community is relatively aligned on the best solution, then consultation and working the details around representatives of the community works really well," he said.
"What we've found in a community like Euroa where they are quite polarised about whether there should be a bridge or an underpass, the working group process hasn't worked so well.
"We've taken stock of that and we're working very closely with Strathbogie council and the Victorian government.
"We are, I guess, restarting our work there and re-energising our consultation."
Mr Campbell said that during previous consultations they've learnt that a one-size-fits-all approach doesn't work.
"We're listening, we're listening very intently," he said.
"We've taken stock of the feedback, we've learned some things about consultation and about what works best in different scenarios.
"I think what is important to note is that every community is different."
