AWH put a pause on new bookings for initial Pfizer doses on June 15.
Asked what the Victorian Department of Health was doing to expand access, a spokesman said "there is no pause".
"With the Commonwealth's prioritisation criteria and the current supply of vaccine available at state vaccination centres, Albury Wodonga Health and Goulburn Valley Health are currently prioritising first-dose Pfizer bookings for critical and high-risk workforces," he said.
"Priority access is being given to front-line healthcare workers, aged care and disability workers, and new quarantine and border workers."
AWH nursing and midwifery executive director Sally Squire confirmed the strict availability of new bookings.
"The AWH COVID-19 Vaccination Clinic has been working diligently to ensure the region supported by AWH's Public Health Unit has access to vaccines in accordance with the direction being provided by the state and Commonwealth governments," she said.
"Walk in appointments are available for Astra Zeneca (1st and 2nd doses) and 2nd dose Pfizer.
"However, to avoid delays it is recommended that a booking be made.
"We will soon open additional first-dose bookings as our vaccine supply increases."
The current AstraZeneca and Pfizer vaccine supplies must be carefully managed to account for priority groups, those who need their second dose and the expansion of hubs across the wider region.
Vaccinations for the general public began in March with AstraZeneca and AWH had initially hoped to have phases 1a and 1b of the roll-out completed by the end of June.
The level of vaccine coverage in North East aged care facilities is unclear.
In June, roving clinics were being organised for any previously missed residents in private facilities, which had received second dose visits from the Commonwealth government's providers.

The Border Mail understands in state-run facilities, a survey was recently done to ascertain resident and staff coverage.
In a statement, the Victorian Department of Health advised all eligible residents of the 10 public-sector aged-care facilities in the Albury-Wodonga area had been visited, with second doses almost completed.
Information about staff coverage was not given.
