Victoria has recorded 107 new cases in nine days since the current outbreak began.
Chief Health Officer said during the last outbreak it took months for 107 cases to be recorded.
Health Minister Martin Foley said the high number was a reminder of how fast the variant was moving across the state.
Victoria recorded 22 locally-cases in the 24 hours to midnight. 16 were in quarantine for their entire infectious period.
Five people are in hospital and one person is in the ICU.
Mr Sutton said 22 was a high number of cases but it was good to see many of them were at home while infectious.
He said as the lockdown continues more and more of the cases will be spending their entire infectious period at home.
Mr Sutton said cases might not have peaked and it was likely the state would see more people admitted to the ICU.
Mr Foley said that shows the lockdown was working and half of the new cases were household contacts of primary close contacts.
"What this means is our contact tracers and restrictions are working in tandem... to beat this outbreak back," he said.
Mr Foley said currently there were more than 18,000 primary close contacts due to the nature of the outbreak.
In total, there were 18,099 vaccines administered yesterday and 59,355 tests returned.
Mr Foley said it was the highest single day's worth of tests recorded in the 18 months of the pandemic.
The Victorian government will offer an additional $282.5 million in grants to help 90,000 businesses hit hard by the extended lockdown.
Businesses and sole traders that received support during the fourth lockdown last month will automatically receive the funds to their chosen bank account.
Those who did apply last month, or who had been ineligible or has since become eligible, will be able to apply for a grant online.
Businesses in Victoria's alpine region, the public events industry and community sporting clubs are also eligible for additional grants.

Of the new cases 43 were in the community for more than a day while infectious, 17 were in the community for part of the time they were infectious and 13 are unknown.
