A decision was made after meeting between the league's executive committee on Monday, with a one-week delay the overwhelming response.
"This decision has been made in the best interests of clubs and players who reside on the NSW side of the border, there are several clubs who have players who this affects," the league said in a statement.
"This is a disappointing decision, which hasn't been taken lightly, but to be fair for all clubs participating in the finals series, this was the only outcome we could see."

However, the Ovens and King Football Netball league will commence its finals series this weekend without crowds.
In senior football, Tarrawingee is set to take on Greta at Tarrawingee in the first elimination final on Saturday, while Bright and Benalla All Blacks will face off in the second elimination final at Milawa on Sunday.
