The league board put forward the proposal to its clubs on Tuesday night pending that both the regional NSW and Victorian lockdowns end on Saturday and next Thursday respectively.
The clubs are set to vote on the proposal next week.
Saturday, October 2 is the latest the league is prepared to stage its grand final.

The proposed new finals format will still include the top-six teams.
However, the top-two sides in each grade will not have the double chance and will face elimination in the second week of the finals series.
The new finals format is set to commence next weekend starting on September 4 on the proviso both regional NSW and Victoria are no longer in lockdown.
WEEK 1
Match 1: Saturday - Third v Sixth.
Match 2: Sunday - Fourth v Fifth.
WEEK 2
Match 3: Saturday - First v Winner Match 2.
Match 4: Sunday - Second v Winner Match 1.
WEEK 3
Match 5: Saturday, Grand finals - Winner Match 3 v Winner Match 4.
