Chief Health Officer Brett Sutton has given regional Victoria some hope of an earlier release from lockdown.
Asked if the government was considering a local government area based response now vaccination has increased, Mr Sutton said it wasn't ruled out.
"I wouldn't say it's off the table I think we have to see how the virus is moving around," he said.
"Clearly we're doing pretty well in Shepparton that gives options for regional Victoria in particular at the moment.
"Metropolitan Melbourne has exposure sites right across the metro area. I don't want to be in situation where you drive people to leave certain LGAs to go to other LGAs and seed it more broadly...
"To the extent we can apply things differentially we have always tried to do that."
Asked if regional Victoria could be released from lockdown but Shepparton kept 'fenced off' Mr Sutton said he had no announcement today.
"We would clearly look to whatever options we can in releasing restrictions for place where we don't see transmission and where we don't think they're too substantially at risk because of the movement of people, because of exposure sites," he said.
"It's just good news that all cases are linked in Shepparton and the public health response can wrap around those contacts, of which there are thousands."

Health Minister Martin Foley said the situation in Victoria appears to have plateaued and current measures were working.
He said the details on Victoria's lockdown extension were being worked on.
Mr Foley said all states had signed off on a strategy to keep the level of infections down and the level of vaccinations up.
"There's hard work to be done in both those areas," he said.

Nine of Victoria's 73 new cases were linked to the Shepparton outbreak,Chief Health Officer Brett Sutton said.
All cases in Shepparton are linked.
There are now 16,000 primary close contacts across the state.
170 of the state's 805 cases were aged between zero to 10.
Yesterday Goulburn Valley Health chief executive Matt Sharp said there were 96 active cases but additional positive cases detected yesterday would be reported today.

Vaccination is Victoria's way our of the pandemic Victorian Health Minister Martin Foley says.
There are 805 active cases in Victoria, 800 of which were locally acquired.
49 people are in hospital, 15 in intensive care and 11 on a ventilator.
It comes as the state recorded 73 cases of locally acquired COVID-19.
Mr Foley said at least 24 in isolation for entirety of infectious period, rest under investigation.
Of the new cases, 52 have already been linked to known clusters while 21 mystery cases are under investigation.
The Department of Health has not yet revealed how many cases were infectious while in the community.
26,702 vaccines were administered in the 24 hours to midnight while 41,395 tests were received.
The outbreak in Shepparton reached 96 active cases last night, but that number is expected to increase.

Goulburn Valley Health chief executive Matt Sharp said additional positive cases detected yesterday would be reported today.
"COVID-19 is still spreading in the community and anyone with the mildest symptoms of COVID-19 such as fever, chills, cough, sore throat, runny nose, loss of sense of smell) should get tested immediately," he said.
"In addition to cold and flu like symptoms, some people with COVID-19 are experiencing nausea, vomiting and diarrhoea and people with these symptoms should be mindful that it could be COVID-19."
NSW recorded 1218 cases on Sunday.
Yesterday the state recorded 92 new cases and Victorian Premier Daniel Andrews said lockdown would not end as planned this week.
