The league has a preference to retain its traditional top five finals format, but that will be dictated on whether the Victorian Government either lifts or eases COVID restrictions for regional areas.
The O and M, which held a board meeting on Monday night, will also need favourable news from the NSW Government over restrictions for regional areas.
Victoria's Chief Health Officer Brett Sutton said on Monday regional areas could be set free from lockdown.
Victoria's lockdown was due to end at 11.59pm on Thursday night, but Premier Daniel Andrews has said that will be extended.
NSW is in lockdown until September 10, but Deputy Premier John Barilaro suggested on Monday consideration will be given to reopening regional areas.
The O and M has given itself a finishing date of Sunday, October 3.
If the season could resume on September 11, it would still allow for a four-week finals system.
The Wangaratta teams would contest the qualifying final, with the winner to then meet Albury, while Myrtleford would face Wodonga Raiders in sudden death.
And the O and M has committed to hosting the Morris Medal at the venue of its naming rights sponsor, Albury's SS&A Club.
However, that function will be delayed, due to COVID.
Meanwhile, the Goulburn Valley League has backflipped on its decision to award its top teams the premierships after cancelling the season.
It was first decided that the league would adopt a 'first past the post' scenario, handing Echuca the flag.
However, the league announced on Tuesday it had canned the concept and declared Echuca, Shepparton and Shepparton United minor premiers over the nine football and netball grades.
"Following the decision to terminate the season, the board felt the need to recognise clubs who had finished on top of the ladder, being either Echuca, Shepparton or Shepparton United, as premiers," league chairman David Roff said.

"However, subsequent discussions with clubs affected, and other clubs, as well as feedback ... indicated a level of concern with the decision."
