The Wodonga politician told fellow Liberal MPs on Monday that it was time to switch leaders.
In a message to colleagues, Mr Tilley stated he spoke on Sunday to fellow Liberals about a change.
"It is necessary that every organisation at some stage take a moment to renew their strategy and direction," he told them.
"We are not immune to this.

"As is the convention of this party room, I hereby tender my resignation as Liberal Party whip in the Legislative Assembly, effective immediately to submit myself to this robust review."
After supplying The Border Mail with his resignation statement, Mr Tilley declined to offer any further comment ahead of the expected spill.
Wodonga Liberal Democrat MP Tim Quilty said there had been murmurings about the Liberals changing leaders for 12 months.
"Michael O'Brien is not a bad guy, he's smart, but he's got zero cut through with the public," Mr Quilty said.
"We were playing a game, asking who the Opposition leader is and nobody did."
The Upper House MP questioned how successful Mr Guy would be, given Labor Party criticism over his time as a minister.
"I think he's going to have the same problem he had last time," Mr Quilty said.
"The Labor Party managed to smear him really well, I can't see how he gets out of that."
