In a major boost to the Bulldogs improving on this season's eighth-placed finish, the pair boast Ovens and Murray experience and will add some on field leadership at the kennel.
Coach Andrew Wilson said the pair's leadership qualities would complement the Bulldogs' relatively young and developing list.
"With a younger group we targeted a couple of experienced heads, especially for their on field leadership," Wilson said.
"Kris will be able to lead by example down back.
"While Josh will be able to do something similar in attack if he can get back fit and firing after his third knee reconstruction.
"There is no rush or pressure on Josh to come back from his knee and if he can recapture the form we know he is capable of, it will be more of a bonus for us."
The Bulldogs have emerged as the pacesetters in the off-season recruiting stakes after also announcing the signings of Albury duo Alex Rowe and Lachie Dight earlier in the week.
The classy Holman has had stints at both North Albury and Lavington and played in the Panthers' drought-breaking flag in 2019.
Holman is also an O&M representative and won Jindera's best and fairest in 2016 in his one and only previous season at the kennel.
Lloyd played more than 100 matches with North Albury but called it quits on his time in the O&M earlier this year after undergoing a third knee reconstruction.
The athletic tall had the reconstruction mid-year and faces a delayed start to next season as he recovers.
Lloyd played in a flag at Thurgoona in 2016.

Wilson said Lloyd was a familiar face at the kennel with his partner playing netball with the Bulldogs.
"We are trying to recruit blokes who have a connection with the club," he said.
"Obviously Kris spent one season at the club previously.
"While Josh was around the club a lot this year with his partner playing netball.
"I haven't had a chance to sit down with Josh to see when he expects to be fit to play again yet but he will be more than handy when he regains his form."
