The finding resulted from a recent voluntary questionnaire to which just over 240 employees responded.
The figure is below the 44.6 per cent level for the whole of the Albury local government area and well down on the 56.6 for NSW.
The council's communications department declined to confirm the survey outcome to The Border Mail.
In response to questions, a statement was provided from mayor Kevin Mack who said "we are working closely with our people around vaccination status and getting vaccinated".
IN OTHER NEWS:
Albury's two oldest councillors Henk van de Ven and David Thurley are disappointed with the 37 per cent mark.
"I'm concerned at any group of people where the vaccination rate is that low," Cr Thurley said.
He said he was surprised given the annual take-up of the flu vaccination which is organised for council staff.
Cr van de Ven said "obviously we would like to see a greater rate, but I think council is doing everything it can to get staff vaccinated".
"We need to set some sort of example to the community in terms of getting vaccinated as soon as possible," he said.
Greater Hume mayor Heather Wilton said she would suspect the full vaccination rate among her shire's staff would be similar.
However, no surveys have been done and none were planned on the basis of privacy issues.
Cr Wilton said a vaccination video she recorded at Holbrook's big submarine is to be part of a statewide compilation that the NSW local government department will use to promote COVID jabs.
Meanwhile, Albury MP Justin Clancy has no concerns about Sydneysiders travelling to the regions after its lockdown lifts and the vaccination rate climbs.
He declined to say if he wanted movement restricted from the capital, but expected travel would be scrutinised by the government as part of restrictions lifting.
Wagga MP Joe McGirr has raised concerns about roaming Sydneysiders with Deputy Premier John Barilaro.
