Luke Hawking is standing trial in the Wodonga County Court after pleading not guilty to two counts of sexual assault and a count of rape.
He attended the woman's home on February 7, 2018, to investigate a violent incident involving the woman's ex-partner.
He allegedly touched her breast twice and rubbed her vagina.
The court heard the woman called her male friend multiple times on February 6 and 7.
The man gave evidence on Thursday and said she had been "really stressed" on the night.
"I was just trying to calm her down," he said.
The man agreed the woman said the officer had "touched her inner thigh" and said he had "grabbed her on the tit".
"She didn't really want to report it, but I told her to pursue it and she did," the friend told the court.
He was asked what the woman had said.
"That he touched her inappropriately," the man said.
He was asked if she went into any detail.

"Touched her on the inner thigh or breast or something," the man said.
He said the alleged victim had asked him "he's a copper, is he gonna come back and shoot me?"
The man, who was living in Moe at the time, said he had known the alleged victim for two years.
The woman gave evidence in closed court on Thursday.
The court had earlier heard that the woman told her daughters what had allegedly occurred.
She reported the matter to police on February 12 after being questioned over a petrol drive off.
The trial continues.
