Hayden Bruce and Tom Sheather died when their Cessna entered a spin before crashing into the ground.
They had been inspecting power lines near Canberra for Albury-based Oberon Aviation Services on behalf of Essential Energy.
IN OTHER NEWS:
The report noted the incident had been witnessed by three people, and that the plane crashed in a near vertical position.
A spokesman said a full report on what occurred was likely to be released before the end of the year.
