Jamie Leigh Evans was on Thursday jailed for at least 16 months after firing rounds into the homes in September last year.
But Rachael Charubin and Tory Rose McGuire, who were in a vehicle with Evans during the shootings, will not serve time in custody.
They were instead ordered to perform 200 hours of community work.
Judge Damian Murphy said while all three were involved in the incident, Evans had a greater culpability given he pulled the trigger.
The County Court also heard Evans had more serious criminal priors, including for firearms related offences, and had supplied the gun used in the shootings.
Judge Murphy said it was unacceptable that the group had taken matters in their own hands.
They had been pushing back against notorious Border criminal Daniel Cameron.
"There is an element of vigilantism here," he said.
But despite the fears held about Cameron, Judge Murphy said it did not justify the offending.
"People in the community are not entitled to take the law into their own hands," he said.
"Police are there to be accessed when threats are made.
"The use of a firearm for non-legitimate purposes must be utterly condemned."
IN OTHER NEWS:
Judge Murphy said there were too many illegal guns in the community and those who used them should expect heavy penalties.
Evans was arrested several days after the incident after trying to cross into Albury, and has remained in custody since his arrest.
He has about three months remaining on his jail term before he will be eligible for parole.
Judge Murphy warned the two women that if they committed any offences during their 30-month community corrections orders, they could expect to be sent to prison.
