Daniel Sacco, 42, has pleaded guilty to commercial drug trafficking after being caught in Wahgunyah on August 22 last year.
Police were patrolling Federation Way and saw Sacco and Fadil Bedjeti acting suspiciously.
A check of Sacco's backpack found a sandwich bag containing 222 grams of methamphetamine.
A toiletry bag had $9300 in $50 notes, and his wallet had $1040.
"I don't really know to be honest," Sacco told officers at Wodonga Police Station when asked how he got the ice.
"I don't know what was in it, and I don't know when it got in there.

"I don't know much about it.
"I can only tell you what I know.
"I don't know anything".
He had given "no comment" answers to police when questioned at the scene of the offending.
The 42-year-old has been in custody since his arrest, while Bedjeti was ordered to perform 200 hours of community work for having tens-of-thousands of dollars suspected of being the proceeds of crime.
The County Court heard 184 grams of the drugs found in Sacco's backpack was pure.
His lawyer, Sai Ranjit, said the amount was "not at the highest end" of commercial drug trafficking.
He noted his client wasn't involved in a syndicate or motorbike gang, and it was a single day offence.
Mr Ranjit said Sacco had turned to ice use late in life and it was his first time in jail.
The 42-year-old has already spent more than 430 days in custody.
He will be sentenced on Friday.
