Executive director of public health Lucie Shahan said the region's lower case numbers over the last few days were a positive sign, but it didn't mean she could say the outbreak was coming to an end.
"We are seeing a reduction in numbers at the moment, which is encouraging, but we're not yet confident that we are entirely on top of this," she said.

"We're still seeing some high test positivity rates - so for the number of people who come forward and get tested, we're still seeing a high number of positive tests return.
"So our call out to the community today, as we have been for some time, is if you have the mildest of symptoms - it may be a slightly scratchy throat, it might be a bit of a headache, you might be feeling a bit fatigued or have a runny nose - we ask that you come forward for testing so that we can be sure we're on top of this outbreak."

- Lucie Shanahan
Ms Shanahan said over the course of this week Albury Wodonga Health was hoping to get a better picture of outbreak's trajectory to increase confidence about whether the outbreak was under control or not.
"We are strongly encouraging people to come forward for symptoms if you have the mildest of symptoms or if you're aware that you've been in contact with someone over the last 48 to 72 hours who has subsequently advised you that they may be COVID-positive," she said.
"Testing sites are up and running, there are multiple options up across Albury and Wodonga, so we do encourage you to make the most of those testing sites, particularly with the minimal wait times that we're seeing now."
Ms Shanahan said people were waiting at most 30 minutes during the busiest time periods at the new Gateway Lakes testing clinic on Monday.
She said there had been a good turn out for testing on Monday, with 639 tests completed.
"We've saw higher numbers yesterday than we have in the last week or so and this certainly did give us a really great opportunity to really test run the new Lakeside Clinic," she said.
"It's really great that we're able to test run that clinic and see the efficiency of it."
