Filo won a Morris Medal with Wodonga Raiders in 2018, but will play with Wangaratta Rovers under former coach Daryn Cresswell.
The midfield sensation is one of five players the Hawks have signed.
Another former Raider in Todd Bryant also returns to the O and M, with Rovers, while Werribee-listed Tom Boyd and Southern Districts (Northern Territory) duo Jake McQueen and Jack Ganley round out the coup.
