Albury Local Court magistrate Richard Funston told Carter Webb his behaviour was unacceptable.

Mr Funston said on Monday it would have been confronting having an "angry male tailgating her" and "beeping his horn".

Webb, 22, of Greenwood Road, represented himself after pleading guilty to negligent driving, for which he was convicted and fined $600.

He expressed his regret for acting in such a way, but claimed he had become enraged after she cut him off as he drove through a Thurgoona roundabout on July 12.

The victim, the court heard, caught sight of Webb's blue Holden Commodore station wagon as she headed along Elizabeth Mitchell Drive about 1.20pm.

"The accused was beeping his horn at her and trying to get her to pull over," police said.

"She did not pull over as she became scared of the accused due to his erratic driving and behaviour that she saw in her rear-view mirror."

Webb pulled his car in beside her car and yelled at her through his front passenger window, "abusing her and trying to get the victim to pull over again".

She then heard him say: "You cut me off, I've reported you, you are not fit to drive."

The victim was so frightened that she felt she had no choice but to phone triple zero.

She was, police said, "petrified" of what Webb might do and then, at the intersection of Young Street and Borella Road, an ambulance pulled in behind.

One of the paramedics told him to calm down, that "there was no need to abuse" the victim.
