He will nominate for the position after being returned to council at last month's election, following a 13-year break.
"I'll put my hat in the ring, so to speak, and see what happens," Cr Baker said.
"I've thought about it a fair bit and I think Albury is probably ready for a change."
In addition to being mayor in 2007-08, Cr Baker said he brought leadership experience from his time since leaving council.
That's involved water polo, the Albury-Wodonga cancer centre, mental health nationally and the Twin Cities headspace consortium.
"I think just experience and my day-to-day role is one of diplomacy and negotiation, and that's what I bring to the table," Cr Baker said.
IN OTHER NEWS:
The co-founder of the Winter Solstice for survivors of suicide and friends drew the highest number of personal votes, 1003, in the poll.
Cr Baker said while that was not the "be-all and end-all" it had been a consideration when deciding to stand for mayor.
"You've got to take that into account, if I just scrapped in I don't think I would be putting my hand up," he said.
Councillors Alice Glachan, Daryl Betteridge and David Thurley have all said planned to run for mayor.
Brand new councillors Kylie King and Steve Bowen, whose team was No.1 at the election, have not ruled out a bid by one of them.
"We're still weighing up our options, there's no hurry from our point of view," Cr Bowen said.
Cr King added: "I've been asked to reflect and I'm reflecting and the reflecting continues."
An induction session for the councillors will be held today, the first official chance they have had to gather.
The meeting to elect the mayor and deputy mayor will be held next Monday from 6pm.
Both positions have been made vacant by the retirement of Kevin Mack and Amanda Cohn at the end of the last council's term.
