Police were called just before midday after the driver of a white Holden Statesman, with Victorian registration plates, was seen speeding down David Street.
The Holden then entered the car park at Myer Centrepoint.
A senior constable was first on the scene.
He stopped his marked car in front of the Holden, which was parked in a bay with three people inside.
The Holden driver repeatedly ram the police vehicle until there was enough room for him to exit the car park.
He then fled the scene.

Video footage of the incident emerged on Facebook, filmed by a woman who had been shopping at the centre.
The 30-year-old senior constable was uninjured.
However, the police car sustained significant damage and had to be towed from the scene. The damage bill as a result of the ramming is yet to be determined.
Police undertook an extensive search of the area, eventually finding the Holden abandoned on Gilbert Street in Wodonga.
"The vehicle was seized for forensic examination and officers from Murray River Police District commenced an investigation," a NSW Police spokesperson said.
An arrest has yet to be made in relation to the incident.
