Cr Docksey has submitted a notice of motion to Monday night's council meeting seeking support for the unprecedented acknowledgment of Ms Ley's victory last month.
"It has got nothing to do with Kevin," Cr Docksey said.
"It is a bigger picture issue for me. I am above petty party politics and deals."

Cr Henk van de Ven has confirmed he will second the notice of motion to ensure debate.
But Cr Mack said it was the wrong forum for Cr Docksey's notice of motion and instead should be raised in urgent business.
"I find it interesting the only motion he has put before council in six years is really a nothing motion to be honest," he said.
"But that is the democratic process."
Cr Mack said he had already sent Ms Ley a congratulatory letter on behalf of council following her election win.
Cr Docksey said in addition to Nexus, the upgrade of Davey Road to full diamond interchange status would also benefit those living in the growth corridor of Thurgoona-Wirlinga.
"The intention (of the notice of motion) is purely to ensure the promises that were made during the election are delivered," he said.
"They include Davey Road which we vitally need to happen now and not tomorrow.
"It is not only Nexus, but also the entrance and access to the northern parts of a rapidly developing Thurgoona.
"It will really open things up for us and relieve pressure which is already building on other parts of the road network in and around Thurgoona.
"It will happen, but we need to make sure it happens now."
Cr Docksey said he wasn't a Liberal Party member.
