Wodonga Council voted to receive the Wodonga Hills Advisory group interim report but not before a motion was tabled by Councillor Brian Mitchell, which called for the group to disband immediately and to bring in the Local Government Minister to advise, was quashed by mayor Anna Speedie's casting vote.
The councillors ultimately decided to bring any decision regarding taking over Crown land back before council with all other planning decisions coming before council in the budgetary process.
They also carried that the advisory group now only needed to have four members present to constitute a quorum at any meeting.
They previously had to have at least five.

But not everyone was happy with the end result with one woman in the gallery, who was continually shaking her head and voicing her disbelief at the councillors, being warned by Cr Speedie to contain herself or she would be asked to leave.
"If we don't do anything we are putting our community at risk," Cr Speedie said.
"There are a list of real priorities sitting there that are immediate and we need to get on with it.
"There is still a lot of work to be done, we need to protect our hills and we need to protect our community."
The interim report included a list of priorities the group compiled during their 12 meetings since August which addressed four key areas - governance, wayfinding, communication and operational.
The group prioritised more than 140 actions with the ones listed as being of high priority to be completed within the 2019-2020 budget.
